think my honorable friend makes a very good point. this government has made available money for a council tax freeze, that has the consequences in wales that that money is there for a council tax freeze. and people in wales knowho to blame if their council tax isn't frozen but it is the labour assembly government in wales. they are to blame. they are the ones who are charging hard-working people more for their council tax. a difference in how things are implemented that come from this sector of the government. i think that it is not respected in the health department, public health department. the things that are necessary to really help people with disabilities and prevent disabilities, and [inaudible] the city in very expensive ways. we have a public health director who is neither a md nor a scientist. he kowtows to the human services agency to support their grant program from tobacco taxes by paying no attention to chemical impacts for disability or people with disabilities. for instance, painting inside a building or maintaining the smoke ban shelters where people get sick from less cognitive ability and leading to cancer and asthma. they pay no attention to it. this is like a gas chamber in the city of san francisco and maintained as a public shelter. and in the sro's everyone can smoke and no attention paid to the disability cause by breathing other people's smoke. no option to get smoke free housing at low cost under the auspices of the city. now, these things are provided for peopl

more memories i want to share. one deals with government and jazz. chris always wanted to work for the state department. he always wanted to be involved in the foreign service. he took the foreign service exam when we were undergrads at cal. he came back the first time, pleased with results on the written but felt he didn't do so well on the orals. the question that seemed to trip him up and left him perplexed was the following. mr. stevens, please compare american government and jazz music. chris told us he didn't quite know how to handle that question. my suggestion involved people blowing loudly on their horns or banging loud' on their drums was not terribly helpful. we decided to ask questions to trip up the applicant. we didn't have the internet to find a quick answer but figured it out. though chris may not have come up with the answer during that exam he certainly lived the message taught by this interesting comparison. both american democracy and jazz music involved ongoing experimentation. they involve unscripted action and improvisation as we figure out the best way t

the eye. just out of sight is the reality of how we are governed. the house of representatives, where congress gathers to hear the president, used to be known as "the people's house." but money power owns the lease now and runs the joint from hidden back rooms. you're looking at the most expensive congress money can buy. the house races last fall cost over $1 billion. it took more than $700 million to elect just a third of the senate. the two presidential candidates raised more than a billion a piece. the website politico added it all up to find that the total number of dollars spent on the 2012 election exceeded the number of people on this planet -- some seven billion. most of it didn't come from the average joe and jane. 60% of all super pac donations came from just 159 people. and the top 32 super pac donors gave an average of $9.9 million dollars. think how many teachers that much money could hire. we'll never actually know where all of the money comes from. one-third of the billion dollars from outside groups was "dark money," secret funds anonymously funneled through fictional
